Jeff is the Chief of Security for the Alliance Municipal Court in Alliance, Ohio where he is responsible for the development and implementation of safety and security standards and policy in order to protect the presiding judge, courthouse employees and the public while in the courthouse venue.
From May 1989 until October 2006, Jeff was a law enforcement officer with the City of Alliance Police Department. During his 17-year career, he served as a patrol officer and supervisor, an undercover investigator assigned to the Stark County Metropolitan Narcotics Unit, as well as an instructor of firearms, unarmed self-defense, chemical munitions and tactics. Carper also performed various tactical and command duties for 13 years as a member of the Special Response Team and established a tactical training school for law enforcement officers which lead Jeff to be an adjunct instructor with the Ohio Peace Officer Training Academy in special operations subjects. He resigned his commission as a lieutenant to pursue employment as a security consultant in support of counter-terrorist operations supporting Operation Enduring Freedom.
In 2006, Jeff started his security consultation company, Pro-Ops Group, Inc. Jeff contracted to the U.S. Government in a classified program for an OGA. Pro-Ops Group, Inc. is now doing business stateside providing security consultation services and training individuals and businesses in security awareness and self-protection techniques.
Jeff is a graduate of the Ohio Peace Officer Training Academy and the renowned Executive Security International, Ltd. where he graduated with honors, September 2013, as a certified security specialist and certified protection specialist. Jeff’s military service includes a combined 10 years of honorable service to his country with the Ohio Army National Guard and the U.S. Air Force, where he served as a Security Specialist and a Combat Control Operator with special operations forces.
